  1. Norfolk Southern is doing it's part. They do not directly process claims or figure out costs. They have to hire others to do that work.

  2. Contractors had their contaminated material blocked for processing for the 3rd time. This is something Norfolk Southern has little control over. New braking systems won't help this anymore than they would have prevented the accident caused by a bearing failure. Flint could have had all the fresh water they wanted but Detroit wouldn't sell it to them. That left the state to come up with a jerry rigged system to supply water.
