  2. @GlobalMovement The House Of Representatives control federal spending, not the President. What occurred was Nancy Pelosi wanted payback to all the big party donors. She held up the $1,200 check many of the "small" people needed for the sake of Democrat Party big dollar donors. Keep in the mind the Republicans were willing to pass many parts of the aid package. Pelosi stiffed the small people for the sake of big money by trying to ram through a big bill that made it Christmas for the right people. It is my understanding billions from the first bill have yet to be spent.
