  1. We can start with illegitimate child birth. Poor single moms do not do a great job of raising children. Stop the tear down of what is called traditional values. Take education seriously and stop using the system to keep pimping out useless Left wing values. Neither require expensive government programs. Only thing required is mature adults, not the terminally social aggrieved.
