  2. In Central America you get defective right wing governments or you get defective left wing governments. While the easiest route is to blame the CIA the root cause maybe defective societies. You do not compare Guatemala to the United States, you compare Guatemala to Chicago or Los Angeles or Portland or Baltimore.
