I'm not an expert on Chinese politics but I do not recall Hu Jintao being one of the great sparkplugs of the Communist Party. He got the job, signed paperwork, smiled at the cameras and left office. I never read of him being involved in power politics. He just sort of came off as a safe choice for leader because he didn't threaten anybody. Maybe he was sick. He didn't look healthy.
