  1. The U.S., IMF and others have forgiven debt just as China has. What types of loans and how much has been forgiven? Also many of these projects do not pay for themselves so these recipients of loans may not have the capital to operate the new infrastructure they now have. Also, Russia will cause an economic slowdown and Chinese workers will probably pay the cost through job loss. China may learn the meaning of "friends without limits".
