Sachs like too many American academics live in a pleasant little world but clearly, when one power drops away, that vacuum will be filled by another and sometimes it is a malignant other. Others will want to play ball even if Jeffry doesn't want to. When France and the U.K. lost their determination in the early 1930's, Germany rose to take advantage of their weakness. How did that world out for France and The U.K. when they went Jeffery Sachs?
