There have been apologies issued from Emperor Hirohito down to modern Japanese leadership. Japan also has paid compensation. The feeling in some parts of Japan is further apologies will no longer do any good.

@anchored555 "or keep visiting the Yasukuni Shrine which honours 14 Class A war criminals" I think that is more a pray for their souls than to express admiration. A variety of soldiers are buried there and for the Japanese, you express a certain respect for their sacrifice, even if it came to a bad end. More a matter of they served their country. Even as the war was still going the Japanese began to realize they made a terrible mistake.
