  1. I think PayPal has backed off. On May 7 I did an adjustment and got my fees back. A few others said the same. A seller on Ebay claims PayPal customer service told him the plan is on hold. Silicon Valley simply lacks the ability to say: Na, that's a bad idea or Maybe we shouldn't do that.
