  2. I think New York City illustrates you pay more, costs just go up. So you pay $25/hour but then rent goes up, food goes up, electricity goes up. Then you'll be saying raise wages more. You can avoid this to a degree if you have high productivity spreading costs over several customers such as wait staffer taking care of 3 tables at the same exact time. Try that now and you'll have 3 tables of very annoyed customers.
