I reject this "study". The co-chairs of the study are Leftists. I looked up their backgrounds. The "study" also includes references to xenophobia, White nationalism, racism, nativism and religious bigotry. This is advocacy "science".

@tomterrific9459 There is certainly a reason. NYC. That's a gigantic international travel hub and was hit first. It has twice the population density if Vancouver which is Canada's largest city. 5.4 million people a day cram onto NYC's subway system at the time (6 times that of Toronto). The mortality rate is almost identical if you compare 47 US states to Canada.

@jonasp6043 All those things wouldn't have made much of a difference at all. All throughout the pandemic, the US actually trailed many other countries in per capita Covid mortality rates as well. Really the only way for a truly effective response would have been actual martial law, a true lockdown enforced by the US military and very few people would have supported that. As we have seen, many many people don't follow the rules and guidelines. They just don't.
