  17. It is a business arrangement between pharma and every state government. It is a form of bribery and blackmail, usurpation and abnegation of Constitutional rights. Pharma in collusion with medical boards and medical educational institutions have limited all freedom of choice down to options favorable to pharma and not the people's health.
