If NORAD and the Pentagon chiefs allowed an already known spy vehicle to go over Malmstrom's missile silos, there was a reason they allowed it. Most people have no idea the level of baiting those guys are willing to play. And it's always to one end: get the other guy to shoot first or back down. If they shoot first, they'll be destroyed. If they back down, mission accomplished. Obviously the CCP already had clues there was busy work going on at Malmstrom. They needed confirmation. They got it. They were meant to get it.
