The change in laws was primarily a response to massacres...and there was an undeniable change in the trend. So when you say "banning guns hasn't worked" you're getting more than one thing wrong.

The story is that about 20 years after the change in laws and buyback, there has been a spike because RECENTLY many guns have flooded the country in the black market. This doesn't mean the change in laws hasn't worked... only that there are new challenges. Another buyback scheme would be beneficial.
