  1. If I did my math correctly [ (1.9B/5,000) - $250,000=130,000]. So, with the administrative cost subtracted from the grant @ $250K for this program, assuming any other admin. costs may be shared through other funds from the State, the amount of homes @ $5K/home that can get upgrades to affect the utility costs/month is One Hundred and Thirty Thousand (130,000). Did or will 130K homes get the assistance and how much will it truly cost to administer this program?
