  1. Was this video shot by a foreign news outlet? The CCP always stage-manage any "permitted" foreign coverage. Worse, their local coverage may be staged to provide the illusion that the CCP has the situation under control. Once their is "enough" coverage for the national news, they stop rescue efforst. Another heinous practice is "hiding" negative events by having the police raise cloth screens around an accident so that nobody can post videos on social media... and, if that event does get to social media, it is quickly erased.
