  1. The poor suffer generally from not being smart, shrewd & quick-witted in my experience. Those that have those qualities tend to succeed financially in life, & those that lack them - for whatever reason - don't. It's not fair, but I don't know what government can do about it particularly beyond providing a Welfare State safety net &trying to ensure that the economy is functioning well to provide societal wealth generation. I'm not convinced about education equating with financial success, generally, we've had mass general schooling for all children for over 100 years now, & the poor still exist apparently un-helped by it.
