I don't think the driver was aware he was on a bridge as it was dark (or if he did he didn't know it was one that lifts), he was eager to get on to where he was going late at night, & he gunned the engine & forced the barrier thinking the queue was for a toll booth or something, & as it was a foreign country they were leaving no consequence would come from doing it. He saw too late in the dim light that the bridge was disconnected & hit the brakes but didn't have enough time/space to stop because of the speed he was going to drive off from the busted barrier. Idiotic behaviour, but not suicidal or inexplicable.

  2.  @MrBooBeeDoo  The driver braked before hitting the gap in the bridge trying to avoid it, why would he do that if he was trying to commit suicide?
