  2. It was more than that. The special prosecutor Ken Star was appointed because of the whitewater scandal. Over 15 people were indicted and multiple people went to prison over whitewater. The main defendant Mr McDougal who was going to testify against Bill Clinton was found dead in prison right before he was going to testify. The sex scandal happened during the whitewater investigation. Bill Clinton was subpoenaed to the grand jury and lied which is a felony. He lost his law license over that.
