  1. They're charging fees because they want you to turn it in. If you have a residual value of $13k, which was negotiated years ago, before the used car values shot up, that car might today be worth $18k. The dealer wants you to turn it in so they can sell it for $18k and make that $5k.

  4.  @christianh5826  HOA's inspectors can not enter private property for enforcement. They can take picture from the sidewalk, but they can not legally be on private property, only community property or public property. I'm VP of my HOA specifically to protect homeowner's right. I was tired of unreasonable rules so I ran for VP and won.

  6.  @albundy3929  as a dealer, I can tell you that some dealers do get the car. If the leasing company was the manufacturer, they can buy the car directly.
