  1. Most already are illegal. Aftermarket HID and LED conversion kits are NOT DOT legal. There are also Federal DOT laws about the aiming of headlights. States just need to pass laws requiring enforcement of those standards. This is a much bigger problem in the South where states have no laws about lifted trucks and tires that stick out past the fenders.

  2. Just keep a cordless drill in your car. One small hole in each suction cup will remove it.
