  1. I wouldn't describe it as panic. I don't think he did anything wrong. His cautionary suggestion to some of his colleagues though, when it got out, might have caused a flight panic if allowed to go unchecked through social media. That's why the local officials were trying to downplay it. Of course what they were saying wasn't true, so it was a cover-up. It was a well-meaning cover, up at least in part though. And it may have been the right thing to do. Of course it looks terrible looking back at it.
