In fairness it would have to be compared to how not having the policy would be effecting a China with 400 million more births.

@mohnishm1372 It's more complicated than that. Some have suffered from the policy. Some have suffered egregiously as demonstrated by Oliver's selection of examples. I think it could be argued that the vast majority of Chinese suffered less or even benefited because of the policy compared to their alternative position in an overpopulated China with unchecked runaway population growth. Certainly the rest of the world has benefited enormously from this policy. What's important now is what China and the world can do to address the concerns of those who were scarred by the policy.
