If the Dalai Lama gave a damn about the people of Tibet, most of whom are still in Tibet, then he would "reincarnate" in Tibet so that they can have their spiritual leader back home in the Potala Palace. This Lobsang Sangay is either deliberately misinforming, or he doesn't know anything about the history of the succession.
