Not sure that's accurate, but it's humorous. Xi has a lot more control over China than Biden has over the United States, but he still has to work within the confines of the Standing Committee.
I'm also not sure that "dictator" is such a pejorative. What matters is what kind of a dictator one is. If a dictator looks after the best interests of the people against avaricious corporate interests or powerful political niche lobbyists, then the dictator is a perfectly desirable governor. What really matters are intention, corruption, and accomplishment. China's not perfect, and neither is Xi, but the people of China believe in Xi Jinping, and his position, whether it rises to the definition of dictator or not, is perfectly legitimate so long as that trust remains in place.
