  1. 林振华 The risk with building infrastructure is that it has an upkeep cost. If you can't afford to maintain your infrastructure then it becomes a boondoggle. I'm not suggesting that's the case with this highway, it's just the worst-case scenario with infrastructure investment.

  2. woolly zizi, I'm thinking it may provide a trade corridor for Serbia to get its products to an Adriatic port. I don't know how much of a port there is at the end of the highway but if that turns out to be the case it might very well benefit China, Montenegro and Serbia.
