Russia is already a great empire and their history with France is long and complicated. While I applaud the French overtures to recognize Russia's concerns I don't think anyone in Europe considers Russia as a potential member of a European federation. Nor do I see Russia accepting a position in a European polity in which it doesn't dominate. Russia and Europe can get along with each other, especially if the British and Americans are frozen out of the conversation, but there will always be a certain amount of tension between the two because Russia's just too big to be absorbed. Both Europe and Russia have complex distinct relationships with the other great powers, the United States and China, and trying to align their interests relating to these actors so that a single policy could be pursued would, in my opinion, be exceedingly difficult, especially as those two empires would see a Eurorussian entity as dangerously overpowered and would probably take measures to sabotage the arrangements. While I think that Europe and Russia should take all measures to ensure a good relationship between them, I don't think either a political union or a military alliance is in the cards for the foreseeable future.
