  1. The young woman getting pregnant, getting a council flat, living off benefits was rife and abused for decades. If the father was around and had a job they would not be able to get a flat. It is still going on and being played. I personally know 2 such households in London. A Hungarian woman and her baby, her brother and his friend share a flat which she got for herself and the baby. The baby's father is a builder living separately nearby with other builders and is undeclared. They send £400 a month to Hungary to buy a flat that her mother lives in. Also a young woman with a disabled child and another child who refused to allow the father to be involved in the procurement of a council flat as he has a job and they would not have got it. He is German and lives in a rented room and he was extremely irate that could not get his name on the tenancy agreement and so refused to go on a booked holiday with her and their 2 children.
