Certain areas in England especially big cities have so much dodgy property ownership and overcrowding, cuckooing etc. Take Azam Mangori who murdered Lorraine Cox in Devon he ran away from Stoke after being let out on bail pending deportation and escaped to Exeter hiding in a kebab shop where he parcelled up illegal tobacco. I bet he didn't prove his identity to his new landlord.
