No need to describe it, it fairly obvious from the footage that Putin and the Russian forces have broken ‘The Fourth Geneva Convention’ which is relative to the Protection of Civilian Persons in Time of War (first adopted in 1949, based on parts of the Hague Convention (II) of 1899 and Hague Convention (IV) 1907).
