  1. When monsoon fails, someone has to rescue. What's so funny about it? I think it is unfair to call welfare schemes populism. Populism is playing on the insecurities of dominant class of voters, like Trump does. Populism is instigating one group of workers against another group of workers so that they don't fight with the one guy who exploits both of them. Please don't call these welfare steps populism. I really beg you.
