9:55 I wouldn't call the small islands pawns nor victims. They exist far away from either nation, and have only benefitted from the relationships. If those relationships stop, then they aren't victims, they are just countries that already existed that no longer receive a bonus. If anything, they are the bandits. They are selling their favour to the highest bidder. Don't confuse bigger with badder.

In this case it's completely untrue though. As I commented earlier, the small islands would normally receive nothing from anybody, but they get perks from these bigger nations. They sell their loyalty to the highest bidder. I'd hardly call that a pawn. They are active and willing participants who will do their best to create bidding wars for their loyalty. If the taps get turned off, then it's just back to the same 'ole same 'ole. Doesn't mean they are getting screwed.
