Making schools get buses for travel events is a very post-WW2 economy, when it's more about poverty now, and marching bands aren't a retail presence in modern music. An actuary can describe the odds for this loss of life. People might ask if it's worth it. The next thing I'd wonder about are military fly-overs for sporting events.
