It was sold to Americans and governments around the world who could afford it. Here in Ontario, tomorrow, pharmacies will begin to give "free" vaccinations. You will get an identity card that proves you were vaccinated, so you can enter restaurants, movie theaters, I'm sure you can imagine the rest.
