@jp: I agree with you. They're talking about the jobs that were lost because of the pandemic, not about the high levels of unemployment before that.

@Obamalies100: If that's your figure you've leaving a lot out. That includes people who were unemployed but stopped looking for jobs at the usual places. A month ago, 10% of the population of Oregon were made homeless with only what they could carry, fleeing from wildfires. They're not working any more. If your definition of unemployment is people who aren't working who want to or should be, I see Americas' unemployment rate at being over 60%.
