False reports do need punishment, but you'd have to be awfully sure there was ill will. Because false memories can happen due to trauma, and you can legitimately be unsure about how a perpetrator looks, you can end up accusing the wrong person by mistake. So either the cases of false accusations are crystal clear, or it would backfire and people would be extremely hesitant to identify perpetrators. The bad people's lawyers would then look for any little thing that casts doubt into the victim's mind to make sure they're afraid of the consequences of being wrong. It's one hell of a double edged sword.
