So what's a tourist supposed to do if the TSA decide to take their cash? Let's say I plan to go visit the US to tour NASA and then meet someone in Houston to buy a few PCs that I need for my collection. I'd rather have cash with me, so I don't have to do transactions through some random ATMs that I can't trust to be safe, or if they can give me enough cash to buy everything I'm interested in. But at the airport they decide I have too much cash with me and take it away from me. Since I'd be just a tourist on a short stay in the US, I would literally be robbed and have to deal with... what exactly? That forfeiture process already looks insane for US citizens, and it also imposes deadlines for complaints. So if I'd have to talk to my "dear" European authorities (yet another hellish bureaucracy layer), what are the chances that I'd get my money back? And who gets to be responsible for me missing a deal I would've planned in advance? And who gets to pay damages to the person who lost a decent sale? Maybe they planned to do something with the money and declined someone else's offer because I'd buy more. P.S. This is all hypothetical, but I think it's important for non-US citizens to know if something as simple as this can turn into one of their worst vacations.
