  3. @Mrs. Liberty  I guess all of them. The lack of diversity in their economies have led them to not only be the poorest states but they have to top up their lack of tax revenue from the federal government. They, in turn, get their money from prosperous blue areas.

  5. @Scott Keselowski  I wouldn't say desperate. But, without universal support, efforts will fail. So far, a good portion of American don't even want to hear that it exists, let alone want anyone to do anything about it.
