  2. Not sure if you know how checks and balances work. The legislature was already in place. Concerning new laws: If there's no law on the books, then it takes a lawsuit to get the legislation. Weed wasn't illegal before they taxed it. If they did that to abortions, we wouldn't be having this conversation. Because it would be ILLEGAL. They knew this in 1970.
