  2. The 1 thing that unites russia , china , north korea , iran and the other nations is that they are autocracies. These countries have Torture in Detention . It is the signature policy of all countries that coerce their populations into submission rather than encourage free speech & freedom . The democracracies have a Bill of Rights that forbids Torture.
