  1. Most property investment groups that are renting apartments still owe a mortgage on the construction to a bank, too. Banks should "stop the clock", i.e. push the payoff date back creating the necessary number of months. Groups still pay it back, but without a pay-it-all-at-now avalanche once it's lifted. The money will still be paid in total. The calendar is just adjusted. Which means they could halt the need to collect rent from their tenants. Supports everyone, creates stability.
