  4.  @HarryS77  it is based on the fact that there are 9 supreme court justices and limiting the ability of any one president to put too many people on the court. It is a balancing act if the term is shorter then each president could flip the court. I would set an 18 year limit on all government officials combined time in the Senate house and Whitehouse as well. It would be long enough for anyone to be in Washington DC.
