It is a step in the right direction but when the courts rejected the map as unconstitutional they should have picked one of the constitutionality acceptable alternatives and ruled it was the map for this next cycle until the constitution demanded a new map be drawn. If you can't make a constitutionally acceptable map you loose your ability to make a map end of story.
