This isn't something that can do by stretching the "war on terror" post 911 declaration of war powers that we have been using to justify attacks around the world. This would be starting a war with another nation and beyond the powers of the president without a declaration of war by congress.

  40. What good is a waver to pay go when we can't get a vote on the policy the waver is for? Nancy Pelosi asked for a vote for Medicare for All in 1994. All these years later she has played the squad offering them a waver that isn't needed for the Bernie Sanders bill as it is fully funded in agreement with pay go rules. But instead of getting a vote for the bill that would pass under pay go Nancy Pelosi agreed to grant a waver for a bill she has failed to bring to a vote in 27 years of her political career.
