  2. WTF once the guy was down on the ground with his hands out in front of him the situation should have been 100% under control. Where was the second officer this cop had time to show up with a assault weapon but what he was alone? He couldn't wait for backup to cuff the guy or walk up to the man who is flat on the floor and slowly approach to cuff him? This cop belongs in Jail for Murder.
