  1. The generals would say no to a first strike. Without an attack on the USA or our interests Trump doesn't have the authority to use military force against another nation. This isn't something that can do by stretching the "war on terror" post 911 declaration of war powers that we have been using to justify attacks around the world. This would be starting a war with another nation and beyond the powers of the president without a declaration of war by congress.
