  1. The thing that summary misses is that fracking wells can't be shutdown because they will not return to full production afterwards. That is why the price went -$40 per barrel. Russia and SA are betting that the fracking industry will collapse and they will remove the USA from the oil industry. It wasn't just bad timing it was taking advantage of an opportunity.
