The USA backs somewhere over 80 of the worlds dictatorships with that military budget and has overthrown more democratically elected governments than any other country on earth with that military budget. Biden didn't invite the democratically elected president of Venezuela to his conference on democracy just recently instead invited the puppet that the USA wants to use that military budget to put in place of their democratically elected president.
