  1. Hitler had goals, how he achieved them wasn't set in concrete. Just as in the fighting the units of the Heer from section to whole would have tactical and strategic goals; but great flexibility as to how those goals were achieved. Hitler's responses appear ad hoc because of this flexibility and its' inherent exploitation of opportunity. We can see in hindsight an erring too far in this with regard to the Werhmacht, which precipitated an erring too far in the opposite direction as Hitler became aware his generals were effectively disobeying his orders.
