How did we handle this when we were just another Great Ape and hadn't ascended to quasi-Godhead? 2 or more beta males would come together (form an association) and overthrow the Alpha who'd "gotten out of his box" so to speak. Our putative "not-a-state" by its very nature has distributed "power" centres delivering those services the state monopolises, multiples of associations in competition/cooperation with one another in a free market. Now this "not-a-state" isn't in a vacuum, there are still states outside of it organised as monopolies. So it follows our "not-a-state" would have analogues of the Free Companies of the Late Mediaevel/Renaissance; and everyone would have a commitment to defending the "not-a-state" and keeping it so analogous of the Israeli/Swiss "Nation-in-Arms". Organised Militias as opposed to the USA's unorganised militia. Lewis spoke of "Mom and Pop"; what we are doing is replicating that kind of organisation up the hierarchy in a non-malevolent manner. So two or more not-so-powerful associations would act against this association of yours that gets out of its box.

@TheImperatorKnight Grab some Graeber and Wengrow; James C Scott; and David W Anthony. The anthropology of the New World; Old Europe; and the highlands of Indo-China is robust riposte to W.I.E.R.D T.I.N.A. There are plenty of roads we w.i.e.r.dos have not taken and that other cultures have explored with gusto and success. I haven't thought about this in any depth for decades. Tah for resuscitating a somewhat moribund mind!
